Each time an order placement is attempted, a new address entry is saved in the system, regardless of whether the order is successfully created. Quality patch ACSD-60632 for magento/module-checkout applies to Magento Open Source and Adobe Commerce 2.4.5-p8 to 2.4.7-p10.

Issue
Each time an order placement is attempted, a new address entry is saved in the system, regardless of whether the order is successfully created.
Steps to reproduce
1. Enable PayPal Payflow Link payment method: * On a local machine, the system cannot receive API calls from PayPal Payflow Link without a real IP. 1. Create a simple product. 1. Create a registered customer without address. 1. Add the product to cart. 1. Proceed to Checkout. 1. Fill in the address. Ensure that the first address is created at this step. 1. On the Review and Payments page, select the Credit Card (Payflow Link) radio button. 1. Click Continue: * The checkout page returns to the Review and Payments step with the pre-populated address and the expected error message. 1. Select Credit Card (Payflow Link) radio button again. 1. Click on Continue.
Adobe's page lists 2.4.5-p8 - 2.4.7-p2 as compatible; the versions below are resolved from the current QPT constraints and are the ones the tool will offer.
Adobe scheduled the permanent fix for 2.4.8.
Install
Install the Quality Patches Tool with composer require magento/quality-patches, apply the prerequisites listed for all files applicable to your distribution and version first, then run vendor/bin/magento-patches apply ACSD-60632. On Cloud, add ACSD-60632 under stage.build.QUALITY_PATCHES in .magento.env.yaml.
For cweagans/composer-patches, choose a compatible version below and download the bundle. Copy its ACSD-60632/ folder into patches/composer/, merge composer.patches.json into composer.json, then run composer install. Bundle prerequisites the same way and list them first. Paths are relative to each package root, using the default -p1 level. Prefer local files when configuring composer-patches; a remote URL can change.
