Shipping methods are not available when the new user is registered, and products in the cart are from the guest session. Quality patch MDVA-39163 for magento/module-checkout applies to Magento Open Source and Adobe Commerce 2.3.5 to 2.4.3-p3.

Issue
Shipping methods are not available when the new user is registered, and products in the cart are from the guest session.
Steps to reproduce
1. Go to Admin > Stores > Configuration > Sales > Delivery Methods. Enable only the Flat Rate shipping method and disable everything else. 1. In the Flat Rate shipping method, select the Specific country option available in the Ship to Applicable Countries setting and select one country from the list (e.g., United States). 1. Go to Admin > Stores > Configuration > Customer > Customer Configuration and set Require Email Confirmation to _Yes_. 1. Create a new Email Template in Admin > Marketing > Email Templates and load Footer (magento/luma) template and replace the template content with a CMS block. {{block class="Magento\Cms\Block\Block" block_id="footer_links_block"}} 1. Go to Admin > Content > Design > Configuration and select the theme which relates to your frontend website. Set the "Footer Template" to the new email template created. 1. Go to the frontend and add a product to the cart. 1. Create a customer; you'll get an email to confirm the email address. Click the verification link. You will be logged into the website. 1. Go to My Account and add an address. Set the address country to the shipping country that you set in the admin configuration previously. 1. Go to checkout.
Adobe's page lists 2.3.5 - 2.4.3-p1 as compatible; the versions below are resolved from the current QPT constraints and are the ones the tool will offer.
Adobe scheduled the permanent fix for 2.4.5.
Install
Install the Quality Patches Tool with composer require magento/quality-patches, apply the prerequisites listed for all files applicable to your distribution and version first, then run vendor/bin/magento-patches apply MDVA-39163. On Cloud, add MDVA-39163 under stage.build.QUALITY_PATCHES in .magento.env.yaml.
For cweagans/composer-patches, choose a compatible version below and download the bundle. Copy its MDVA-39163/ folder into patches/composer/, merge composer.patches.json into composer.json, then run composer install. Bundle prerequisites the same way and list them first. Paths are relative to each package root, using the default -p1 level. Prefer local files when configuring composer-patches; a remote URL can change.
