VAT is not applied to a billing address without a VAT ID. Quality patch ACSD-47004 for magento/module-customer applies to Magento Open Source and Adobe Commerce 2.4.2 to 2.4.5-p17.

Issue

VAT is not applied to a billing address without a VAT ID.

Steps to reproduce

1. Open the Commerce Admin > Store > Configuration > Customers > Customer Configuration > Create New Account Options and set the Enable Automatic Assignment to Customer Group to Yes. 1. Set different groups for VAT ID validations. For example: !VAT ID validation settings interface showing configuration options for tax validation 1. Register a new customer. 1. Add a new default address without VAT. For example: 123 N University Dr Edmond, 73034 Germany T: 0900000000 1. Verify that the customer's group remains General. 1. Edit this address and add a valid VAT number: 123 N University Dr Edmond, 73034 Germany T: 0900000000 VAT: DE329376919 1. Make sure that the customer's group has changed to Retailer. 1. Edit the address and remove the VAT number: 123 N University Dr Edmond, 73034 Germany T: 0900000000

Adobe's page lists 2.4.2 - 2.4.5-p1 as compatible; the versions below are resolved from the current QPT constraints and are the ones the tool will offer.

Adobe scheduled the permanent fix for 2.4.6.

Install

Install the Quality Patches Tool with composer require magento/quality-patches, apply the prerequisites listed for all files applicable to your distribution and version first, then run vendor/bin/magento-patches apply ACSD-47004. On Cloud, add ACSD-47004 under stage.build.QUALITY_PATCHES in .magento.env.yaml.

For cweagans/composer-patches, choose a compatible version below and download the bundle. Copy its ACSD-47004/ folder into patches/composer/, merge composer.patches.json into composer.json, then run composer install. Bundle prerequisites the same way and list them first. Paths are relative to each package root, using the default -p1 level. Prefer local files when configuring composer-patches; a remote URL can change.
