Issue
Tax rate does not get updated after switching the country in the shopping cart.
Steps to reproduce
1. In the Adobe Commerce Admin, go to Stores > Tax Zone and Rates. 1. Create a new tax rate for Country = _United States_, State = _*_, Rate = _8.25_. 1. Create a new tax rate for Country = _India_, State = _*_, Rate = _10_. 1. Create a tax rule with both tax rates for US and India. 1. Go to Configuration > Sales > Shipping Methods and enable more than one shipping method (_Flat Rate_ and _Free Shipping_ for example). 1. Create a simple product with the Taxable Goods tax class. 1. Add product to the cart on the store front. 1. Open the shopping cart and check the tax amount. 1. The default tax settings for the United States are applied and the tax is calculated based on an 8.25% rate. 1. Switch the country to India.
Adobe's page lists 2.4.0 - 2.4.5 as compatible; the versions below are resolved from the current QPT constraints and are the ones the tool will offer.
Adobe scheduled the permanent fix for 2.4.6.
Install
Install the Quality Patches Tool with composer require magento/quality-patches, apply the prerequisites listed for all files applicable to your distribution and version first, then run vendor/bin/magento-patches apply ACSD-46581. On Cloud, add ACSD-46581 under stage.build.QUALITY_PATCHES in .magento.env.yaml.
For cweagans/composer-patches, choose a compatible version below and download the bundle. Copy its ACSD-46581/ folder into patches/composer/, merge composer.patches.json into composer.json, then run composer install. Bundle prerequisites the same way and list them first. Paths are relative to each package root, using the default -p1 level. Prefer local files when configuring composer-patches; a remote URL can change.
